The Association Europe-Finances-Régulations (AEFR), born from the merger in May 2021 of the AEF (Association d'Economie Financière) and the EIFR (European Institute of Financial Regulation), is a think tank aiming at elaborating proposals on the evolutions of the regulation and the organisation of the financial markets in order to put forward the views of the "Europe of 27" at the national, European or international level. AEFR aims to strengthen the capacity for reflection on financial regulation, on an inclusive and representative basis, in the dual context of the European Green Pact and the digital revolution, and thus seeks to contribute to European influence in the world of tomorrow, through state-of-the-art regulation and organisation of financial services.
AEFR is both :
- a tool for the production of debate papers, to open or broaden debates by constituting a basis for reflection on current or prospective issues relating to financial regulation, the organisation of financial services in post-Brexit Europe and the ecological transition, and more generally the development of financial services in Europe and the world ;
- a forum for exchanges between the heads of AEFR member institutions and companies on major financial developments and sectoral issues, notably as identified in the debate papers, through regular "Chatham House" type meetings ;
- a centre of expertise on financial regulation, organising events of different formats on various regulatory themes, both cross-cutting and highly focused, by bringing together cross-expertise from regulators, regulated financial institutions, consultancy and law firms, and professional associations;
- the publishing house of the Revue d'Economie Financière, which enjoys a reputation and authority recognised in the academic world on the basis of French and foreign contributions from academics, regulators and professionals.
The AEFR's membership, numbering some forty, includes the main regulators of the financial sector (AMF, Banque de France, ANC, Treasury), the various branches of financial services (French and foreign banking, insurance and management institutions, capital markets companies
and rating agencies), law and consulting firms, non-financial companies, professional associations, and qualified individuals.
AEFR is chaired by Pervenche Berès, Member of the European Parliament from 1994 to 2019, former Chair of the European Parliament's Committee on Economic and Monetary Affairs, and particularly involved in financial regulation issues. The Steering Boards of the 4 activities are chaired respectively by Benoît Coeuré, former member of the Executive Board of the ECB, Didier Valet, Vice-President of the Louis Bachelier Institute, Alain Papiasse, President of the Paris Europlace Steering Committee, and François Villeroy de Galhau, Governor of the Banque de France.
